VBeach third-party PPDR routing — 2026-07-28

JES Virginia Beach engaged UP as a third-party inspector for post-production desk reviews. Routing decisions (Dustin, session 60):

  • Certs → Stephaney ONLY (Stephaney.Bilyard@jeswork.com). PPDR-proper projects hit the JES_TRIAGE route (adds Permits.Inspections CC per the 2026-07-06 legacy rule); CERT_ROUTES[VBEACH] is now explicitly Stephaney too, so no path reaches the branch.
  • Invoices → corporate AP (Invoices@groundworks.com) + CC Candice Yi (candice.yi@jeswork.com, VA Beach Office Manager). Candice is NOT on certs.
  • _TRIAGE_BRANCH_NAME_TO_ACCOUNT lookups are now normalized (lowercase, underscore→space) with VBeach variants. Load-bearing: VBeach has no SmartSuite originating-branch value ID, so is_ppdr_up_assigned / resolve_originating_account depend entirely on the triage_originating_branch text column.
  • BRANCH_TO_ACCOUNT gained virginia_beach/va_beach → VAB-9xxx project IDs generate on intake. Intake wizard gained the JES Virginia Beach option.

Commits: entirely-api 58fb254, entirely-portal b96d65e. Verified in-container across four branch-text spellings + Manassas controls.

Open: NC certifier gap (no Valerio NC PE confirmed) still blocks any NC-jurisdiction VBeach cert. ESCALATION_ROUTING[VBEACH] still placeholder (all-Stephaney); Candice is the candidate OM contact.
