unlikely.place — Jurisdiction Matrices by Branch

Public static site presenting the third-party inspection jurisdiction research as a general branch reference — where each jurisdiction accepts third-party / engineer inspections, for any inspection on any permit (current or overdue). One subdomain per branch. (Research originated in the Overdue Permit Task Force sessions 2026-08-08, but the site is deliberately framed as a general reference, per Dustin — reword 523a35e.)

Architecture

  • DNS: Hostinger zone (apollo/athena.dns-parking.com) — apex + www + six branch A records → 72.61.12.199, managed via Hostinger DNS API
  • Repo: /opt/unlikely-place (local git)
    • src/{slug}.md — canonical copies of the six branch matrices (BALT/MAN/RIC/VB/ROAN/WVA *_3P_INSPECTION_MATRIX_2026-08-08.md)
    • build.py — pandoc (gfm→html5) + branded shell; wraps tables in horizontal-scroll containers, strips md h1 (hero replaces it)
    • assets/place.css — unlikely.style design system (Crimson Pro / Source Sans 3 / JetBrains Mono, cream fffff8, dark bands, data-table rules)
    • dist/ — output; Caddy serves it directly
  • Caddy: 7 vhosts (apex+www block, six subdomain blocks), auto-TLS HTTP-01, gzip, 5-min cache headers. Backup at Caddyfile.bak-unlikely-place.
  • robots: noindex, nofollow meta on every page (working reference, not marketing content).

Two editions (since 2026-08-08 evening)

One build.py run writes both:

  • External (dist/ → public subdomains): Strategy-read + Phone-call-worklist sections stripped; no tracker counts (sources scrubbed); audience = UP + JES/GW.
  • Internal (dist-internal/ → internal.unlikely.place): full guides, Caddy basic_auth (user up, bcrypt in Caddyfile; plaintext with Dustin/Jacob via email 2026-08-08), relative nav + red “Internal” badge.

Key features

  • Tufte layout: on-page TOC band (section links + alphabetized jurisdiction chips), floating Legend button (canonical glyph system, semantic colors), sticky jurisdiction column on wide tables, footnotes at reference size.
  • UP column leads every jurisdiction tier table (green ✓ / red ✗ = do we inspect there; 2px separator rule). Config: UP_STATUS in build.py. Denied: MAN = DC + Fairfax County; RIC = Northampton NC + Warren NC (NC certifier gap); ROAN = McDowell WV; WVA = 6 no-regime jurisdictions.
  • Product-column headers (UND…RTW) have hover callouts listing catalog products.

Updating a matrix

  1. Replace /opt/unlikely-place/src/{slug}.md with the new version (scrub tracker counts/internal file refs — external edition is public)
  2. cd /opt/unlikely-place && python3 build.py (builds both editions)
  3. Commit. No Caddy reload needed (static files).

New Hampshire branch added (2026-08-09)

Eighth branch page: newhampshire.unlikely.place (Groundworks “Manchester Branch”, 3 Eastpoint Drive, Hooksett NH; GM Jeff Corso; opened 2026, former Rescon Basement Solutions). No portal/tracker jurisdiction list existed, so coverage was DERIVED: 17 advertised towns (Groundworks branch + service-area pages) + 8 commute-shed adds = 25 NH jurisdictions, plus two flagged Tier-3 rows for advertised territory UP cannot serve (Northern Massachusetts: MA SE license INACTIVE; Southern Maine: no ME license).

Headline research finding: NH SB 188 (2025 ch. 246, eff. 2025-07-15) is a statutory statewide “approved agency” regime — licensed PEs may perform code inspections + document review IN PLACE of the local building official (insurance 4M, affidavit of compliance, 40/40/80% permit-fee reductions, 14/10-day deemed approval, municipal audits). HB 428 (2025 ch. 276, eff. 2026-07-01) repealed RSA 674:51 and moved enforcement into RSA 155-A:3; local technical amendments now essentially prohibited. Edition transition: 2021 I-codes → 2024 effective 2026-07-01 (concurrency through 2026-12-31).

Tier 1 (published local hooks): Nashua (SSI schedule names helical foundations w/ installation torque — maps 1:1 onto UP pier logs), Rochester (codified “repair of any foundation, footing” trigger + Foundation/Pier Depth hold point + helical-pier permits on record), Concord, Salem (Ch. 210 “recognized inspection services” clause), Goffstown + Hudson (certified-foundation-document gates), Merrimack, Portsmouth. Strategy (internal edition only): stand UP up as an SB 188 approved agency; engagement must run through the property owner (statutory independence from installing contractor — JES/GW engagement needs counsel review).

Commits: 31e93e3 (matrix + wiring), be4fd15 (dist), 9799a67 (de-dash pass). DNS A record + Caddy vhost added same day. Coordinated with the parallel Connecticut session (their commits 0131673/cedd373/3aef7ad landed first).

Notes

  • 2026-08-12 evening: twelve-agent dossier sweep + rulings landed the FINAL three-number frame at served 71 / documented 212 / in-territory 405 (floor 404, active-code 403, narrow-CT 250). Baltimore 25 (Boonsboro+Williamsport folded by Dustin ruling), Richmond 51 (Victoria folds under Lunenburg per the town’s own disclaimer), VB 46 (+Cape Charles, +Weldon, +Williamsburg; Dare six firm), Roanoke 41 (+Salem with PE-prong 113.7 policy, +Alleghany), Manassas 40 (Herndon+Indian Head firm; Shepherdstown = sole remaining floor flag, no documented building-code regime), WV Greenbrier county-vs-town scope settled on paper (county Policy Manual excludes municipalities). Matrices merged + both editions rebuilt (unlikely-place 5520f0b); surfaces + card-builder literals realigned to 405; basis file TERRITORY_AHJ_BASIS_2026-08-10.md revision log entries (c)(d)(e).
