2026-10-01 (entirely-api 4cf7c2d): normalize_anchor_products(items, scope_text) + permit_scope_text(parsed_data) added. Wall vs channel anchor is decided by the permit’s wording, not plan detail titles (MAN-9238 ruling); parse_sow_items runs it on item-level quotes, every caller that also ran parse_permit re-runs it with the scope text (intake resolve_sow_items, approval re-parse, document_parser_service, portal_files reparse, client_lane, permit_revision_service.normalize_scope_proposals). The regex scope fallback (_infer_sow_from_scope) now maps “N channel anchors” to ANC-CHAN.
