• VB bulk discount shipped 2026-08-13 (entirely-api 0294475, deployed): projects billing to JES Virginia Beach outside Mathews County get a 20% “Bulk Discount (20%)” negative line (code DISC-BULK) appended in build_invoice_context; apply_overrides recomputes it after line edits; Mathews County exempt. Gate = resolve_billing_account_id == VB, fallback originating-branch for UP-owned non-desk-review VB work. Not yet disclosed to Candice as of 8/13 evening; sample PDF with Dustin for review.
