One endpoint GET /portal/dashboard/nav-counts?lanes=… (entirely-api d157e82, routes/portal_admin.py) resolves each lane through the page’s own handler (no parallel count query), omits lanes the user can’t open, caches 60s per user. Ruling: Desk Review Prep badge is own-branch for schedulers/branch goa_readonly; Dustin + Jacob (both up_owner) see the all-branch total.
