• 2026-09-07 (Dustin, on Candice’s goa upgrade): branch GOAs now view the staged worklist scoped to their own branch, same as schedulers and goa_readonly; a Groundworks Corporate GOA is unscoped. entirely-api 57346c1: goa in _VIEW_ROLES + _BRANCH_SCOPED_VIEW_ROLES; new is_branch_scoped_viewer() used by the /list and /{id} gates, the nav-count badge, and the intake staged-row conversion gate (which previously scoped only schedulers — a branch GOA could have converted another branch’s row). Manage stays owner/admin. entirely-portal 65469dc: /desk-review-prep route admits goa; sidebar Open Permits + Post-Production Prep links for JES-branch goa, prep link for corporate goa. Live: Candice (VB) 27 rows all VB; Lily (Manassas) 138/122 staged; Kai (North Haven) empty. Workflow-drift hook flagged docs/workflows/scheduler-intake.mmd as stale on the intake.py touch; the scheduler flow itself is unchanged, diagram not re-rendered (mmdc broken host-side since session 87).
