• 2026-10-10: MAN-9262 (248 Harvest Court, Harpers Ferry, WV 25425; Jefferson County WV; permit 26-777; JES Manassas PPDR submitted 10/09 by madison.carter@jeswork.com, approved by Dustin 10/10 9:39 ET) denied the same morning at Dustin’s ask: inactive WV license. Handled in-container with the body of POST /portal/projects/{id}/decline-ppdr (projects.declined + declined_reason/at/by via update_project_ppdr_columns), plus the cancel-request route’s write (request_status Closed + cancelled flag) because shepherd / needs engine / auto-validation / status advancement / calendar only know the cancelled flag, not declined; desk-review visit 004397ba… set Cancelled; comm_log ‘PPDR request denied’; audit decline_ppdr. The endpoint’s decline email leg was skipped (no outbound without permission; raw_data had no submitted_by so it would only have gone to Dustin anyway). Note: intake enrichment wrote projects.state = ‘VA’ for this WV address while enrichment_data.state_code said WV. Memory reference_wv_license_inactive_deny_requests.
