• 2026-10-08 13:22 ET: MAN-9201 (3318 Wyndale Court, Woodbridge VA, JES Manassas, Prince William permit BLD2027-00605) converted from Field Inspection to a whole-project Post-Production Desk Review at Dustin’s ask (work completed before a field inspection; two no-shows 9/11 and 9/24 already billed ADM-MISS/ADM-LATE/ADM-NOACC; Zoe asked for post-production photos, first batch was the wrong project). The convert-to-desk-review endpoint needs on_hold=True, so its body ran in-container as dustin (review_type in_progress, portal_state ppdr_conversion source owner_request, timeline event, comm log, audit; scheduler notification skipped).
