• 2026-09-07 (entirely-portal 9b47bd1): the expanded inspection card’s project snap (CERT / INVOICE dot tracks, SOW, on_hold) is now stale-while-revalidate — refetched on every expand and on ContextPanelContext.onProjectUpdate (fired by CertPanel/ProjectDetail after sends). Previously cached once per project for the page’s lifetime, so sends from the detail panel left the card on Drafted / Not Invoiced until a hard refresh (MAN-9197).
