Read-only + VB-zone-scoped access: branch dashboard, projects, field calendar, cert board, pier log tracker, and Open Permits tracker/backlog (sidebar link for branch-level goa_readonly on JES branches added in entirely-portal d9432e6; route/API already admitted the role with zone scoping + view-only enforcement). Read-only period runs until Tuesday 2026-08-25, when Dustin decides whether to upgrade her to full goa (scheduled reminder in place). Login verified against the live API; must_change_password forces her to set her own password on first sign-in.
