• 2026-10-09 MAN-9256 (19750 Island Ave, Loudoun): Send Cert returned 412 three times because no cert had ever been drafted (Draft Invoice → Send Invoice → Send Cert, no Draft Cert; preflight widgets_baked fails on a missing CERTS dir). Fix = draft first. Readiness wanted BRC-STEEL spacing_ft + WTR-BSMT drain_lf/pump_count; values written to the SOW lines’ notes JSON from plans S001/P001 (4 ft o.c.; 94 LF, 1 pump, 20 LF discharge) via supabase_write_service.update_sow_line, cert drafted v1→v2 in-container as dustin (v2 drops a ‘Varies ft’ backfill row), preflight passes, send left to Dustin. Note: the spec registry has no portal editor; notes JSON is the only path.
