• 2026-09-05: Manassas backlog greenlit. All 1,809 active MAN tracker rows cross-referenced against Supabase projects/site_visits/project_files/cert PDFs, pms.db (Airtable job+invoice logs) and Xero invoices; Steph’s notes + 3rd-party column classified. Result: 704 clean PPDR candidates (402 no-caveat; 194 expired/abandoned permits; 108 DC/WV licensure-blocked), 156 verify-first, 249 cert on file, 321 UP-inspected/billed no cert, 174 other engineer (S/S-GES), 48 RTS, 151 out of scope. Top jurisdictions: Prince William 247, Fairfax 118, DC 93, Prince George’s 91. Workbook /home/claude/MANASSAS_BACKLOG_PPDR_REVIEW_2026-09-05.xlsx; scripts in session scratchpad (man_xref.py runs in-container). List 2 = 2,202 Manassas certs with unlikely.report links; List 3 = 1,091 inspected/billed no cert.
• 2026-09-05 (later): Dustin removed DC and Fairfax County from the PPDR candidate list (Fairfax City kept). Candidates now 493 clean (284 no caveat) + 112 verify-first; 255 DC/Fairfax rows moved to the audit sheet with the reason. Lists 2 and 3 unchanged.
