• 2026-09-08 (session 96): the unlikely.pics scope-changed closeout step gained an “Added beyond permitted scope” picker (routes/field_upload.py _catalog_for_page: engineering divisions only, pd flag per product). Added products ride the same as_built payload; eod_closeout creates the line (permitted 0, as-built N, Inspected) and apportions the reported production days across added qualifying lines when no permitted line qualifies. Closeout route now 400s on non-catalog or ADM/PRD codes; response echoes scope_adds. Trigger: MAN-9176 (404 70th Street) where Darius could only note “6 intellibraces were added” and no BRC-STEEL line existed for section 03 / the cert. entirely-api 5215f4f.
