• 2026-08-13: Candice Yi (VB office manager) adopted the two-track open-permit strategy (VA first: James City/Norfolk/Newport News + Mathews finish; then NC pilot: Chowan + Camden via on-site PE inspection under G.S. 160D-1106 Appendix G) AND granted the circle-back mandate: the entire VB backlog (~569-573 open permits, 31 jurisdictions across VA/NC/Worcester MD) is UP’s to close where able. Upgrades the engagement from Mathews-only PPDR (17 VAB projects).
