• 2026-09-29: fee-only “Bill No-Show Only” closeout now offered on the project page (CertPanel, owner only) whenever the cert-invoice detail reports trip_charge_closeout.available = cert-blocked OR on hold, a No-Show site visit on record, no invoice sent, not already closed out. Route POST /portal/holding-pool/{id}/trip-charge-closeout gate widened via pure closeout_refusal(): cert_blocked qualifies like on_hold; hold released only when there was one. Shared lookup services/missed_appointments.no_show_visit_dates.
