• 2026-10-22 ruling (Dustin): branch intakes are NEVER auto-deferred to triage. entirely-api 5586043: triage_eligibility.branch_intake_record_ids() reads intake_requests (portal auth SQLite at config.PORTAL_AUTH_DB_PATH, read-only; is_triage=0 rows with a result_record_id) and find_triage_eligible skips those project ids before the completion-date test. Triage-wizard rows (is_triage=1) and projects with no intake row (legacy book, tracker ingestion, manual re-links) keep the completion-date rule; a missing DB or table logs a WARNING and falls back to the date rule. 262 branch-intake projects exempt on deploy; eligible scan 0.
