Dustin: bill the missed inspection only, block the cert, close on payment. Done from Claude Code as dustin: cert block set, needs_return_visit cleared, Week Board return-visit row (list 16 row 28) declined, reschedule RFI resolved, fee-only invoice BALT-INV-9300 ($600 ADM-NOACC) drafted but NOT sent; Dustin sends. The block was first applied to BAL-9012 by a slip in the message and fully undone (flag and trail columns nulled; comm-log notes kept as audit).
