• 2026-10-02 Dustin ruling: lily.jacobs13@gmail.com (Lily Jacobs’s personal Gmail, added to config.INVOICE_ROUTES[ACCOUNT_JES_MANASSAS].cc on 2026-04-28, entirely-api d3c742b) is removed from every future JES Manassas invoice send. Route now: TO Invoices@groundworks.com, CC Lily.Jacobs@groundworks.com only. Single source of truth is config.INVOICE_ROUTES; portal_cert_invoice_service._resolve_invoice_recipients reads it live at send time, Manassas-originated projects parked on JES Triage or Unlikely Pro (PPDR) fall through to the same entry, and no held or queued send carried a frozen cc_override. Shipped as entirely-api a1f603c (pushed), api/worker/scheduler rebuilt from the clean master tip 14:58 UTC, health 200, in-container cc verified. Do not re-add the personal address.
