• 2026-09-25 (Dustin): the leading document of every cert package is titled “Inspection Report” — same wording for a field inspection and for a PPDR. Supersedes the 2026-09-22 split (“Field Inspection Certification Report” for field, “Compliance Review Summary” for PPDR). Changed in entirely-api b5975bb: mastheads in templates/v3/documents/field_report.html and desk_review_summary.html, plus both branches of companion_docs.html. Per-variant meta text on the companion card is unchanged. document_extraction_service’s classifier hint learned the new title so our certs still classify as certification rather than standalone field_report. Verified by rendering BAL-9008 with is_desk_review both on and off. Not retroactive — certs already issued keep their old titles.
